Kansas Criminal History Records Now Available Online

The Kansas Bureau of Investigation and accessKansas have now made Kansas criminal history records available online through www.accessKansas.org, the state's official Web site.

Until Kansas launched the online service last month, non-criminal justice record checks were submitted by mail and processed manually by Kansas Bureau of Investigation staff. Offline checks typically took two to three weeks from request to response. Most of these record checks can now be handled online in real time, and more than 3,000 electronic requests have been processed since the beginning of April.

Individuals and organizations frequently request criminal history records for such purposes as conducting background checks on employees and potential employees, verifying personal histories, certifying and licensing, genealogical research, qualifying persons for positions of trust, visa applications, and adoptions.

In addition to criminal justice functions, Kansas criminal history records are increasingly being used for noncriminal justice purposes. Kansas statute allows the public to request and obtain criminal conviction records by specific name. These records are known as rap sheets.

To use the criminal record site, a customer needs to enter an accessKansas subscriber ID or a valid credit card number as well as the name and date of birth of the person whose record is sought. The criminal record site will immediately return one of three responses: there is no matching record found, there is a single record, or there are two or more possible matching records. The site's interactive program guides the customer through the search and selection process and returns a rap sheet that the customer may print.

The Kansas Bureau of Investigation charges $17.50 per record check, with a discount available for agencies that provide direct care to children, the elderly, and the disabled. These agencies must be pre-approved by the Bureau and are charged $12.50 per record check. The user-friendly system accepts Visa, MasterCard, Discover, and American Express charges, and all payments are processed through the accessKansas secure payment server.

Since some central repository records are not fully automated, agency staff will intervene to convert the criminal history record into an electronic file. This process usually happens within two days, after which the customer is notified and can return to the criminal history record Web site to access the document online.

There are fewer than 10 states that currently provide the general public with Internet access to criminal history record checks, said Dave Sim, Special Agent in Charge and Administrator of the Kansas Bureau of Investigation Records Section. We believe the Kansas Criminal History Record Check site sets a new standard for quality of service to our customers.
